The Minimum Qualifications For Grading & Storm Drainage Contractors

The minimum qualifications for grading and storm drainage contractors vary by state and locality. The United States does not provide a national standard. Most states require licensing of general contractors, while a few only require licenses for electricians and plumbers. Some include grading and storm drainage under the general contractor umbrella, such as Arkansas. Others, including North Carolina, also require specialty licenses for contractors performing this work. North Carolina offers separate licenses for water and sewer lines, and grading and excavating.


Contractors State License Board


Each state has its own contractor licensing board. This board sets the minimum qualifications for all types of contractors, including those performing grading and storm drainage work. State boards may perform review of a contractor's experience, finances and criminal history before issuing a license. Requirements for obtaining a license differ by state but, generally, each requires the contractor pass an exam of professional knowledge before receiving a license.


Qualifying Experience


Most states require multiple years of qualifying experience, such as working in a journeyman or supervisor position. For example, California requires a minimum of four years of qualifying experience to qualify to take the contractor's exam. Formal education in the field can substitute for two years of the qualifying experience. The applicant must provide documentation of both practical experience and education.


Exam


Many states require a professional exam for licensing. The exam may cover only technical material, business topics or both. Pamphlets and materials covering the aspects of each state's exams may be obtained from industry organizations or commercial outlets.


Criminal Background Check


A few states require fingerprinting and criminal background checks, including California and Nevada. The applicant pays for the cost of the fingerprinting and the background check. These checks include researching the applicant with the state's Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI) to discover any criminal history.
